Lowndes Sheriff’s Office arrests New York State sex offender who failed to register

According to a Lowndes County Sheriff’s Office’s facebook page post on Tuesday, Sept. 6, Lowndes investigators were contacted by New York State in reference to one of their sex offenders “absconding,” and an arrest was subsequently made in Lowndes County for failure to register.
Lowndes County Investigator Jeremy Marvin confirmed to the Signal on Thursday that Ernest Allen Fuller was quickly located and arrested for failure to register.
Lowndes County arrest reports, dated Aug. 26, show Fuller, 66, of Tyler, was arrested on six counts of Sex Offender Registration Notification Act violation.
The facebook post, confirmed by Marvin, also stated, “Mr. Fuller failed to register with the state of Alabama and New York state for over 15 years.”
Marvin told the Signal on Thursday the sequence of events that led to Fuller’s arrest all in one day.
Marvin said New State called him because they had Fuller registered there, but he never reported. He said New York State “had a felony warrant on Fuller for not registering up there, and they did a criminal history check of an arrest record to find out if he was out of state or something like that, and they saw that he had been arrested in Lowndes County in 2011 and 2010 for DUI (driving under the influence).”
Marvin said New York State asked him if Fuller was registered with him, to which he responded, “No, I didn’t. I didn’t even know who he was.” However, Marvin said he requested identifying information and would see if he could locate Fuller.
Marvin said Fuller was “using like four different Social Security numbers, and that’s how he was able to have an ID in the state of Alabama without getting caught.”
He said he got Fullers’ address, took him into custody at his residence, fingerprinted him and did an FBI request for identifying information. Marvin said, he learned that Fuller was a registered six offender, but he had never registered with the state of Alabama. He said, “The last time Fuller actually registered was in 1999 in the state of New York.”
Marvin said he arrested Fuller ‘on six counts of failure to register with Lowndes for the various charges, all of which were felonies.
He said New State has a warrant for Fuller but would not extradite him from Alabama. However, he said, if Fuller ever returns to New York, he would be arrested there.
Marvin said Fuller currently out of jail on bond.
